Salary and Benefits:

  • Annual gross salary: €68,036.07

  • Monthly benefits: €195 (representation allowance) and €55 (transport allowance)

Hours (FTE): 80% FTE, 28.5 hours/week

Team Purpose

This post will be part of the Oxfam International EU Advocacy team which is based in Brussels, Belgium. The team focuses on the European Union institutions, primarily the European Commission, Council and Parliament, advocating for sustainable, inclusive, and accountable programming and policies, as well as the Organisation for Economic Co-operation and Development (OECD). The team also acts as a service hub for the Oxfam Confederation, supporting country offices and partners to engage with the EU in Brussels, the OECD in Paris and in countries (EU Delegations), as well as coordinating efforts amongst European affiliates regarding European & aid policies.

Job Purpose

The post holder will develop and implement advocacy strategies to influence policy and programmatic decisions of key European countries and the European Union’s on aid quality and quantity. The post holder will strengthen Oxfam’s understanding of, and ability to influence, key European/EU aid and development policies and decision-making processes, including through building coalitions and communication, and with a particular focus on the next EU’s Multi-Annual Financial Framework. The post holder is also a key member of Oxfam’s Aid and Development finance team. This is a global team across the Oxfam Confederation that aims to increase the amount of finance available to reduce poverty and inequality, while ensuring this funding adheres to principles of impact, effectiveness, transparency, and accountability.

Key Responsibilities

  • Strategic Influencing: Lead on the development and implementation of strategies to influence the policies and practice of the European institutions on aid with a particular focus on the next EU’s Multi-Annual Financial Framework, and including policy engagement with EU institutions and member states as Oxfam and through coalitions. Specifically, the role will require to convene briefings, roundtables and exchanges to enhance dialogue with stakeholders around key moments, including relevant EU Presidencies and with/in member states.

  • Intelligence gathering: Monitor EU institutions and gather intelligence on an ongoing basis to identify and recommend the key EU policies and potential challenges that require Oxfam engagement. Work closely with the OECD policy lead.

  • Policy development: Develop analysis, technical inputs, position papers and evidence-based recommendations on aid issues for internal and external use as agreed by EU team and Oxfam aid and development finance team, to contribute to Oxfam’s thought leadership on these themes; in particular on the EU’s Multi-Financial Framework and the EU’s Global Gateway.

  • Alliance building and capacity building: Work closely with other development organisations and networks, in particular the MFF Hub and CONCORD, in the context of joint advocacy initiatives at EU level. Specifically, engage on ODA advocacy to channel Global South voices in EU decision-making processes and build partnerships with unusual allies, such as public policy think tanks, youth movement and small and medium enterprises.

  • External representation: Represent Oxfam EU office in key fora as appropriate, including in the media. The role includes a close cooperation with media colleagues to mobilize greater EU engagement on the value of ODA.

  • Internal representation: Organise and lead regular coordination calls with EU affiliates working on aid and development finance to focus on influencing EU and member states’ policies, provide regular updates and strategic steers.

  • Campaign: Cooperate with the communication colleagues to use both traditional and non-traditional media and comms tools to engage EU audience, such as capacity building for young activists and story-driven campaigns.

  • Grant management: Liaise closely with other parts of the team, in particular Oxfam Novib, ensuring delivery of funded activities, and provide timely narrative reports on project progress.
