**DEPARTMENT PURPOSE:** This post falls under the Influencing and Engagement D epartment of Oxfam International. The department’s purpose is to achieve systemic change and impact using Oxfam’s presence at every level, from local to regional to global, aligned with the vision of the Oxfam’s Global Strategic Framework: influencing and engaging audiences around the world through action and by generating financial support to fight inequality to end poverty and injustice.

**TEAM PURPOSE:** This post will be part of the Oxfam EU office based in Brussels, Belgium. The team focuses on the European Union institutions, primarily the European Commission, Council, and Parliament, advocating for sustainable, inclusive, and accountable European programming and policies. The team also acts as a service hub for the Oxfam Confederation, supporting country offices and partners to engage with the EU in Brussels, the OECD in Paris and in countries (EU Delegations), as well as coordinating efforts amongst European affiliates (member organisations) regarding EU humanitarian and conflict policies

This post will also work closely with the Oxfam International Humanitarian Team (called ‘Rights in Crisis’) as well as humanitarian policy advisors in regions and countries.

**JOB PURPOSE:** The EU Conflict & Humanitarian Policy Advisor leads Oxfam’s advocacy and influencing on EU humanitarian and conflict policy. The role focuses on shaping EU positions, funding decisions, and policy frameworks in line with feminist, rights-based, and principled humanitarian action. Job profile template – 23.09.20

The post-holder acts as a key focal point on EU humanitarian and conflict processes, providing political and policy analysis, facilitating engagement between Oxfam colleagues, partners, and EU institutions, and ensuring timely information-sharing across the confederation on relevant files.

The role combines proactive and reactive influencing. Key priorities include EU humanitarian funding within the Multiannual Financial Framework (MFF), the EU’s broader role in humanitarian reform discussions, its engagement in fragile contexts and how to engage with the triple nexus. Geographic focus currently includes Syria, the Sahel, and the Democratic Republic of Congo, and will be reviewed regularly in response to evolving contexts.

The role works closely with the ECHO Account Manager, the EU International Humanitarian Law (IHL) lead, and the EU MENA lead.

**ROLE REPORTS TO:** Jade-Leigh Tenwick, Deputy Head of the EU Advocacy Office

## KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

– **Strategic Influencing and Relationship Building:** Lead in developing and implementing strategies to influence the policies and practices of the European institutions on conflict and humanitarian issues. This includes developing and maintaining relationships with relevant EU institutions and key policymakers.
– **Information gathering:** Monitor EU institutions and gather intelligence on an ongoing basis to identify key EU policies and processes along with potential challenges that are relevant to and require Oxfam’s engagement.
– **Policy development:** Prepare briefings, letters, papers, policy recommendations and other written materials (including media products in collaboration with media colleagues) on conflict and humanitarian issues for internal and external use to contribute to Oxfam’s thought leadership and influencing.
– **Convenor and translator:** Be Oxfam’s key focal point on EU processes for humanitarian and conflict files (e.g. fragility, nexus) sharing information proactively with the confederation and translating EU processes. In addition, acting as a convenor by organising meetings for Oxfam colleagues and partners to influence the EU (e.g. organise EU meetings and talking points for Oxfam colleagues and allies from DRC; or organise and prepare an Oxfam speaker and/or partner for speaking in EU fora).
– **Alliance-building:** Work closely with other organisations and networks in the context of joint advocacy initiatives at the EU level. Help to build new alliances and partnerships on key debates or issues.
– **External representation:** Represent Oxfam EU office in key fora as appropriate, including in the media.
– **Internal representation:** Coordinate and engage closely with relevant Oxfam teams along with EU affiliates to focus on influencing the EU and its member states’ policies and provide regular updates and strategic steers. Job profile template – 23.09.20

– Demonstrable organisational and leadership skills and ability to prioritise and manage multiple projects to deadlines in a complex institutional setting.
– Strong communication skills for lobbying and media work, diplomatic approach when needed and awareness of political sensitivities.
– Experience working in a confederation or network model like Oxfam.
– Ability to set priorities and organize the work autonomously with minimal day-to-day management.
– Interpersonal skills, including good teamwork and experience working in multi-cultural and virtual teams.
– Fluency in English (C2 on CERF).

### Desirable

– Ability to work (speak, read, write) in French.
– Lived experiences with intersecting systems of oppression, with knowledge and experience of how power and privilege play out in the countries we work with.
– Work experience in countries with a humanitarian or conflict situation is highly desirable.
