The Eastern Partnership Civil Society Forum (EaP CSF) is a unique multi-layered regional civil society platform aimed at promoting European integration, facilitating reforms and democratic transformations in the six Eastern Partnership countries – Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. Serving as the civil society and people-to-people dimension of the Eastern Partnership, the EaP CSF strives to strengthen civil society in the region and boost pluralism in public discourse and policy-making by promoting participatory democracy and fundamental freedoms.
The Project
The 30-month large EU-funded project has been implemented by a consortium of organizations coordinated by the Secretariat of the EaP CSF. The main idea of the project is to improve the capacity and situation of civil society organisations.
Scope of Work and Deliverables
Monitoring and evaluation
The basic principle of project monitoring and evaluation: collecting and providing evidence confirming the achievement of a chain results described in the log frame. Horizontal and vertical logic, as well as the described indicators of achieving goals at all levels and impact, form the basis for project monitoring. Indicators of achievement of outcomes and impact are the basis for evaluating the efficiency of the project. Financial reporting is the basis for evaluating the financial effectiveness of the project and the correctness of the expenditure of funds.
The main monitoring tasks are:

ongoing monitoring of the progress of the project and the achievement of planned quantitative and qualitative results,
-
ongoing monitoring of the triggering of assumptions and risks for the timely adoption of measures to reduce their impact or adapt the implementation of the project,
-
collecting evidence of achieving high-level project effects such as outcomes and impact,
-
monitoring of the financial effectiveness of the project.
The Consultant for the external evaluation will be carrying out the final project evaluation as an external independent expert after completion of all project activities. Consultant is expected to deliver the following tasks:

Preparation the project evaluation plan and proposal of the methodology considering the scope and focus of the project as well as the project team, the target groups and stakeholders – tentatively 3-5 days;

Implementation of the project evaluation plan in collaboration with the Project Manager and the Finance Manager and with the active participation of the project team, and reporting – tentatively 3-5 days;

Developing a Final Evaluation Report that consists of the evidence of achieving outputs and outcomes at all levels of the project, the developed independent conclusion about the impact of the project on target groups particularly and contribution to achieving impact as a whole, identified best practices and lessons learned, as well as formulated recommendations for continued activities to support and develop the civil society sector – tentatively 8-10 days.
The estimated timing required for the project evaluation is tentatively 20 days. The number of days for the deliverables is the subject for discussion. The Final Evaluation Report shall be presented in English.
The payment will be done following the approval of deliverables described by the Project Manager and the Finance Manager. The value of services (financial offer) should be based on the understanding that it includes all the Consultant’s costs and profits as well as any tax obligation that may be imposed on the Consultant (including VAT).
Required Skills and Experience

A degree in Sociology, International Relations or other related field;

Demonstrated 5-years’ experience in project monitoring and evaluation with focus on the EU-funded projects;

Prior experiences and knowledge in impact studies and completion report preparation conducted in similar context will be considered as an advantage;

Knowledge of any Eastern European language will be considered as an asset;

Ability to work under minimal supervision with high level of resilience;
-
Commitment to maintaining confidentiality and compliance with security measures;

Ability to meet deadlines and deliver quality work;
-
Ability to conduct evaluation effectively in a geographically dispersed team;
-
Good team player with strong inter-personal skills who thrives in a multi-cultural environment.
Desirable Skills and Experience

Knowledge and interest in the Eastern Partnership countries and policy;

Experience of working in countries with unfavourable environment for the civil society.
