Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 70 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
CONTEXT
MSF has currently diverse operations in Belgium, Poland and Serbia, and is willing to keep responding to migration health challenges in the Central Northern Europe and Balkans, depending on the evolution of the migration dynamics and humanitarian needs.
With a regional scope, MSF also monitors cross-border crises, coordinating preparedness and support for emergencies.
As Health Promotion Activity Manager (HPAM) for Central Northern Europe and Balkans, you will report directly to the Country Medical Coordinator Europe and be under the functional supervision of the HP Referent at the head office.
The role is particular in that it is a regional position. Although this role, along with a few others, is based in Brussels, the projects – and some of the other coordination positions – are spread across several countries.
By November 2025, active projects are located in Belgium, Poland, Serbia, and Bosnia. For 2026, there is interest in exploring potential activities in the Baltic states and taking a broader perspective across the Balkans, including Montenegro, Croatia, and continuous monitoring of the context in Bulgaria and Romania.
The interest in this European region (excluding Southern Europe, which is outside of our portfolio) stems both from migration-related concerns and from an increasingly tense geopolitical landscape, where ongoing hybrid warfare, although currently low-scale, has become a reality.
Each project has its own particularities, health contexts, and needs. The role of the HPAM for Central Northern Europe and Balkans is to support the Project Medical Coordinators (PMCs) and their teams in each country in the continuation and/or developing their health promotion activities, establishing networks, and conducting assessments with the community.
As the current projects are principally ‘projects by choice’, a major component of these operations is advocacy. In all contexts of ongoing operations, medical activities are explicitly linked to advocacy and témoignage objectives.
Regular exchanges with other MSF migration projects within OCB and other OCs will also be essential to promote mutual learning and cross-fertilization.
MAIN RESPONSIBILITIES
As Country Specialized HPAM Europe, you will be ensuring the proper functioning and coordination of the HP Officers and the health promotion activity in the country operations (*). You will be providing support to the Project Activity Managers, according to MSF’s protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities and to improve the health condition of the population.

Coordinate, monitor and evaluate the proper functioning of HP activity at Europe country level according to MSF protocols, standards and procedures, ensuring the implementation of the activity (education and counseling sessions, missed appointment tracing, strengthening of support groups, linking with social actors, community awareness activities, etc.)

Participate in the definition of strategies, protocols and activities of the Country and the projects for his/her activity by assessing Country needs according to the changing medical needs and context (including definition of log frame and budget) and developing tools (e.g. training materials, counseling and education tools, health education tools)

Monitor and evaluate the activity at Country level by monitoring and evaluation of the HP activities, based on the HP indicators, following up tools and designing contingency plans in collaboration with the HP and project team

Functionally supervising the HP team concerned and providing technical support through regular project visits. Ensuring consistency and promotes cross-learning among the projects

Participate in close collaboration with the HR Department and with HP and project team, in the associated HR processes for staff involved in their activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) in order to ensure having the appropriate team in terms of size, capabilities and skills

Support the Country Coordinator and the Country Medical Coordinator in representing MSF before the Ministry of Health and other (inter)national partners for any issue concerning the area of responsibility such as national roll-out of area strategies and lobbying for adequate human resources

Compile and analyse data from the projects to contribute to the country’s reporting and document lessons learned from activities and operational research
REQUIREMENTS
Education & Experience

Master’s degree in social sciences, behavioural sciences, public health, orientation health promotion / community health

Essential, working experience of at least two years in coordinating HP&CE activities in NGOs, including at least one year with MSF

Experience in migration activities is essential

Experience in using qualitative methodology is essential.

Experience in strategy design, implementation, and monitoring is a must.

Experience with adolescents is an asset
