## WE ARE

The **Joint Research Centre (JRC)** provides independent, evidence-based knowledge and science, supporting EU policies to positively impact society.

The current vacancy is in **Unit EU Policy Lab: Foresight, Design and Behavioural Insights**.

The Unit is based in Brussels and it is part of the **Directorate for Innovation in Science and Policymaking** of the JRC which is under the authority of the Director-General.

Our mission is to inform the conception, development and implementation of EU policies with insights from foresight, design for policy and behavioural sciences. At the **EU Policy Lab**, we provide an experimental, collaborative, transdisciplinary and creative space to explore, connect and solve complex policy challenges. We strive to foster innovation in the policymaking process. The Unit leverages its complementary competences as well as those of other teams in the JRC to anticipate issues requiring EU policy attention, identify issues requiring further analysis, tackle policy issues from different perspectives and apply evidence from the behavioural sciences.

The selected candidate will join the **Competence Centre on Foresight (CCFOR)**, helping to integrate JRC scientific advice into EU policy‑making; supporting foresight and in particular horizon‑scanning studies for the EU Policy Lab; managing and animating expert and foresight communities; and communicating CCFOR activities.

## WE PROPOSE

The jobholder will play a crucial role in deepening the integration of JRC scientific advice into EU policy making by developing foresight and in particular horizon scanning studies that contribute to the EU Policy Lab.

The new colleague’s responsibilities and tasks will include:

– Establish, manage and animate communities of foresight practitioners and expert, stakeholder communities relevant for foresight processes (such as horizon scanning, technology foresight) or specific foresight initiatives and topics;
– Organise, participate in meetings and workshops with stakeholders, including European Union Institutions and bodies, Member States, accession countries, third countries and/or other (international) organisations, research institutions and the academic community;
– Support and maintain regular contacts and exchanges with stakeholders in the area of foresight/horizon scanning and the interface between science and policy;
– Manage the online presence of the Competence Centre on Foresight, in particular maintaining and updating the JRC Knowledge for Policy website;
– Identify possible partnerships and synergies with policy makers within the Commission as well as in the member states for the design, running, dissemination and use of horizon scanning and foresight activities.

## WE LOOK FOR

We are looking for a motivated and competent candidate to join the Competence Centre on Foresight of the **JRC EU Policy Lab** as a Policy Analyst and who meets the following requirements:

### Essential:

– A minimum of 3 years of professional experience in the field of community management and communication, ideally within a larger public sector organisation;
– A good knowledge of and practical experience **(of minimum 3 years)** with strategic foresight approaches and methodologies, in particular horizon scanning;
– A minimum of 3 years’ experience in understanding and interpreting scientific facts and transforming them into policy-relevant narratives;
– A minimum of 3 years’ experience in communicating science in online formats (blogs, websites) and management of these formats;
– A good knowledge of the EU’s policy making processes.
– Excellent knowledge of English (C1 level) drafting and presentation skills;
– The ability to work in a team and to deal with tight deadlines.

### Advantage

– Knowledge of AI is an advantage.
