About the position
To build excellence in health management we lead initiatives including research projects, working groups, policy and communication campaigns, and events. We are organised in three departments: projects, policy, and operations. The Senior Management and the Management teams provide leadership and support to all departments.
EHMA is looking for a Policy Officer. The Policy Officer will play a critical role in supporting EHMA’s policy and research agenda, with a particular focus on delivering high-quality, evidence-informed outputs that advance health management in Europe. This role combines policy analysis with research design, delivery, and synthesis, ensuring that EHMA’s contributions are both scientifically rigorous and policy-relevant.
The Policy Officer will work with both the Policy Team to ensure the implementation of EHMA’s policy strategy; and the Project Team to ensure the completion of all activities and deliverables for a portfolio of European Commission- and privately-funded projects.
The Policy Officer will report to the Director of Policy and Research, and will manage interns and volunteers.
Responsibilities

Contribute to the development and implementation of EHMA’s policy strategy by identifying emerging trends in health management and aligning key outputs from projects and initiatives with strategic priorities.

Plan, coordinate, and complete all activities and deliverables within a portfolio of EU and privately funded projects, ensuring compliance with timelines, budgets, and objectives.

Ensure the integration of research and policy insights into EHMA’s events, trainings, annual conference, communication campaigns, and project deliverables.

Design and deliver research activities – including surveys, interviews, focus groups, literature reviews, and data analysis – under the guidance of senior staff.

Develop high-quality written content such as policy briefs, reports, speaking notes, white papers, and content for publications, dissemination activities, and conference programming.

Co-author EHMA reports, articles, academic outputs, and other publications that contribute to the dissemination and impact of EHMA’s work.

Coordinate consultation and working groups, conduct stakeholder mapping, maintain strong relationships with partners and networks, and represent EHMA at external conferences, meetings, and advocacy events.
Profile

You are educated to at least Master level in a health-related field or you have experience in policy for the health and care sector.

You have excellent knowledge of global trends in health management as well as sound knowledge of EU institutions and their decision-making processes.

You have experience in the design of research projects, with understanding of qualitative and quantitative methods, and ability to deliver research activities such as literature reviews, policy mapping, surveys, interviews, focus groups.

You have strong stakeholder engagement skills and the ability to facilitate dialogue and incorporate diverse perspectives into research and policy outputs.

You have excellent communication skills, both oral and written, and have proven experience in writing articles, policy briefings, speeches, summaries, position papers, and statements.

You can demonstrate outstanding organisational skills, priority setting, and ability to work on multiple tasks simultaneously to meet different deadlines.

You are proficient in using Microsoft Office tools, including Microsoft Teams, OneDrive and other virtual collaboration tools.

You have very good interpersonal skills and are a solution-focused team player. You have experience working in a small, busy, international team.

You are willing to travel within Europe when required.
Job package and eligibility
This position is offered according to Belgian national legislation. It is an offer for a full-time position of 38 hours per week with an open-end contract.
For this position, the monthly gross salary ranges between €2,500 and €3,200 depending on experience and qualifications, and will also include benefits such as meal vouchers, financial support towards the use of public transport to work, complementary pension insurance and hospitalisation insurance. The post will combine in-office and remote work, as well as occasional travel. The successful candidate will be supplied with necessary materials to work remotely, as required (e.g., laptop).
