The SRB

The Single Resolution Board (SRB) is the central resolution authority within the Banking Union (BU). Together with the National Resolution Authorities (NRAs) of participating Member States (MS), it forms the Single Resolution Mechanism (SRM). The SRB works closely with the NRAs, the European Commission (EC), the European Central Bank (ECB), the European Banking Authority (EBA) and National Competent Authorities (NCAs). It contributes to safeguarding financial stability.

Its mission is to ensure an orderly resolution of failing banks with minimum impact on the real economy and on public finances of the participating Member States and beyond. Therefore, the SRB is granted with specific tasks and responsibilities to prepare for, and carry out, the resolution of banks that are failing or likely to fail.

The SRB is also responsible for managing the Single Resolution Fund, as established by the SRM Regulation, to ensure that financial funding support is available while a bank is being restructured and/or resolved.

The SRB is a self-financed agency of the European Union.

The job

The SRB is organising a call for expressions of interest with a view to establishing a reserve list of Temporary Agents for the position of Team Leader Communications / Spokesperson.

Profile

The Team Leader Communications / Spokesperson will be primarily responsible for the SRB’s internal and external communication, as well as for crisis communication activities. In this context, they will be leading a team of communication experts already operating at the SRB. The Team Leader Communications/Spokesperson reports to the Head of Unit in charge of the Chair’s Cabinet.

Tasks

  • Develop, implement and monitor strategies to effectively communicate the SRB’s work and messaging to a range of audiences, in line with organisational objectives;

  • Manage all press and media relations: providing information to the media, stakeholders or other specified groups through press releases, statements, briefings, etc. in close cooperation with relevant units; organise media events;

  • Support the Chair and Board Members in crafting and delivering external communications, provide briefings and other internal deliverables;

  • Supervise and develop the SRB website and online presence (including social media), as well as further develop audio-visual communication strategies and tools;

  • Coordinate internal communications, maintain the SRB intranet, newsletter and staff magazine, contribute to town hall and all-staff events, develop other initiatives as required;

  • Coordinate crisis communication in the SRB and with relevant stakeholders, manage communication in the event of a bank failure;

  • Ensure the quality of all published content;

  • Monitor, evaluate and report on communication activities and their impact;

  • Supervise the staff of the Communications Team in their daily work: plan and allocate work, coach, mentor and evaluate staff;

  • Maintain, foster and develop relationships with spokespersons/communication departments of other relevant EU and non-EU authorities, including NRAs, and with other stakeholders and visitors;

  • Manage the communications budget and oversee procurement activities in the communications area;

  • Assess whether the participation to external events is in line with the SRB policies;

  • Carry out any other tasks requested by line management in the interest of the service.

Qualifications and Other requirements

Eligibility criteria

  • Be a national of a Member State of the European Union;

  • Enjoy full rights as a citizen;

  • Have fulfilled obligations imposed by national laws concerning military service;

  • Meet the character requirements for the duties involved;

  • Be physically fit to perform their duties.

Education

  • Level of education corresponding to completed university studies of at least three years attested by a diploma in e.g. communication studies (media studies, journalism), public relations, political and social sciences and/or business/economics and appropriate professional experience of at least one year;ORLevel of education corresponding to completed university studies of at least four years attested by a diploma as above.

Experience

  • At least nine (9) years of professional experience (acquired after the education), in a field relevant to this position (e.g. communications, journalism, banking and financial services).

  • Of these, at least six (6) years of professional experience in areas relevant to the listed tasks.

Language skills

  • Excellent command of spoken and written English.

  • Satisfactory knowledge of another official language of the European Union to the extent necessary for performance of duties.

Specific criteria and competences

  • Ability to communicate complex issues efficiently and professionally;

  • Ability to collaborate efficiently with internal and external stakeholders in a diverse, multicultural environment;

  • Ability to adapt easily to changing priorities and multitasking;

  • Ability to perform well in crisis and under stress situations;

  • Outstanding communication and drafting skills.

Advantageous

  • Experience with media relations in one or several Member States and/or in the EU environment;

  • Experience with EU processes and procedures;

  • Ability to motivate and coordinate a multicultural team to attain their objectives and manage their deliverables;

  • Experience with the banking and finance sector and its regulatory framework;

  • Experience in crisis communications.
