Description of the Job
For more 35 years, ECAS has been supporting citizens in understanding and exercising the rights deriving from their EU citizenship. Through its projects and services, ECAS has developed extensive expertise in areas such as free movement, political rights, access to information and the practical implementation of EU legislation affecting citizens.
The exercise of EU rights takes place in an increasingly complex environment, where citizens face challenges such as discrimination, polarisation, declining trust in institutions and exposure to disinformation. In this context, citizen resilience refers to citizens’ ability to understand, critically assess, and effectively exercise their rights, and to have the knowledge and confidence to engage with public authorities and European institutions.
The European Citizen Action Service (ECAS) is seeking an experienced Citizen Resilience Manager to strengthen its work on EU citizenship and citizens’ rights.
The Citizen Resilience Manager will combine strong legal expertise with project management skills and an awareness of the broader challenges that affect citizens’ ability to benefit from their EU rights. The successful candidate will contribute to the development and implementation of projects supporting citizens, civil society organisations and stakeholders in better understanding and applying EU rights.
This is a full-time position within the Brussels-based ECAS team. Commitment to ECAS’ mission and values is a must.
Responsibilities
The successful candidate will carry out tasks related to ECAS’s EU Rights focus area and other daily activities, including:
- Manage and coordinate projects;
- Contribute to the development of new project proposals, including concept development, drafting applications and identifying relevant funding opportunities;
- Monitor and analyse developments in EU legislation, policies and case law related to citizens’ rights, EU citizenship and fundamental rights;
- Conduct legal and policy research and produce written outputs, including reports, briefings, policy papers and communication materials;
- Analyse emerging challenges affecting citizens’ ability to exercise their EU rights, including discrimination, administrative barriers, polarisation and disinformation;
- Organise and contribute to conferences, workshops, webinars and other outreach activities;
- Maintain relations with EU institutions, civil society organisations, experts and other stakeholders;
- Perform other tasks contributing to ECAS’s objectives.
Knowledge and Experience
The successful candidate should have:
- A university degree in law, preferably with a specialisation in EU law;
- At least 3 years of relevant professional experience in EU law, citizens’ rights, fundamental rights or related areas of European policy;
- Proven experience in managing projects, preferably EU-funded projects, including project development, implementation, reporting and coordination;
- Excellent knowledge of EU institutions, decision-making processes and European citizenship;
- Strong understanding of EU citizens’ rights, including freedom of movement, political rights and related legal frameworks;
- Ability to analyse complex legal and policy issues and communicate them clearly to different audiences;
- Knowledge of broader challenges affecting the use of EU rights, such as discrimination, polarisation, disinformation or declining trust in institutions, is an asset.

- Knowledge of additional EU languages is an asset.
Contract
The successful candidate will be offered an initial one-year contract and a gross salary of EUR 4000. Upon a positive performance review and budget availability, the candidate can be offered permanent employment after this period.
