We’re looking for a full-time Finance & Operations Manager to join our IGLYO team in Brussels, Belgium!
In this role, you will be responsible for the management and oversight of IGLYO’s finances, budget, and large-scale institutional grants, as well as accurate and timely financial reporting to IGLYO’s multiple funders.
You will further oversee administrative processes and operations to ensure the organisation is up to the highest level of standards when it comes to accountancy, compliance, employment, and governance.
And as a member of the Management Team, you will also contribute to organisational planning, coordination, and decision-making, and work with the Executive Director to develop and implement financial policies, procedures, and controls.

Roles & Responsibilities
General
- Line management of the Finance & Operations Officer
- To support the smooth running of the Secretariat
- To undertake other reasonable duties which may be required from time to time
Financial & Budget Management
- Responsible for accurate and timely financial reporting to IGLYO’s multiple funders, in full compliance with the specific rules and requirements of each funding source
- Budget management; oversee IGLYO’s global budget and update it regularly to account for changes in projected costs, changes in activities and other such eventualities
- Work with the teams in IGLYO to oversee their expenditures, with assistance from the Executive Director.
- Work with the Executive Director to ensure accurate and timely preparation of IGLYO’s annual budget, financial statements, and annual accounts, to be submitted to the appropriate statutory authorities, including governments, auditors and accountants
- Oversee, approve, and maintain all financial accounting systems and to prepare cash flow statements and forecasts to ensure optimal operations
- Oversee the implementation of internal controls and work with IGLYO’s Bookkeeper to ensure legal compliance
- Work with the Executive Director to develop and implement financial policies, procedures and controls for sound financial management and administration of IGLYO’s assets and ensure effective management of financial resources
Financial Processing & Administration
- Manage large-scale institutional grants, including EU-funded grants, ensuring accurate budget monitoring, expenditure tracking, forecasting, internal coordination and compliance with donor rules and audit requirements.
- Process receipts and payments in an accurate and timely manner, and ensure they are received in accordance with grantor rules and regulations.
- Encode and enter all income and expenses into the accounting system; this work can be delegated where appropriate to the Finance & Administration Officer. Oversight remains with the Finance & Operations Manager
- Process and monitor all credit card, online payments, and petty cash transactions; this work can be delegated where appropriate to the Finance & Administration Officer. Oversight remains with the Finance & Operations Manager
- Utilise the bookkeeping software to supply information on income and expenditure on specific activities
- Verify the accuracy and accordance of costs in relation to the eligibility of expenses reported to external funders on a continuous basis
- Process and retain documents and evidence in accordance with grantor’s rules and regulations.
- Manage the various year-end and annual audits and financial closure activities
- Identify discrepancies in income and payments and either resolve or refer to the Executive Director when outside one’s own authority
- Process monthly payroll and ensure accurate payment of employees
Organisational Operations
- To support the Executive Director in ensuring the organisation is up to the highest level of standards when it comes to employment law, as well as other forms of governance
- Review policies as set by the Executive Director for best practice rigour, as set up in Belgian law
- Proper storage of employment documentation in line with legal and contractual requirements (such as timesheets, contracts, identification, etc)
- Ensure the appropriate individuals have access to internal processes such as banking, email admin, passwords, etc.
- Update all relevant legal documents, such as the Moniteur Belge, when required.
- Ensure new employees are inducted into the organisation in terms of equipment, access to online tools, and appropriate legal representation, such as representation on Moniteur Belge, where appropriate.
- Create policies and processes to manage data and ensure compliance with GDPR
Line & Office Management
Manage IGLYO’s Finance and Administration Officer to:
- Ensure the efficient day-to-day running of the office systems, supplies, technology and equipment
- Liaise with service providers, technicians and building administrators to ensure a good maintenance level of the premises.
- Liaise with IGLYO’s various insurance providers
- Process incoming and outgoing correspondence and respond to enquiries, referring these to other staff, elsewhere within IGLYO or externally as appropriate.
- Provide an efficient and effective administrative service by implementing and monitoring systems and procedures
- Develop and implement systems to ensure that IGLYO’s online filing system is well organised and maintained

Experience

- At least 5 years experience in a financial management role
- Experience in office administration
- Experience in grant management & grant reporting at the national & international levels
- Experience managing organisational and/or project budgets, including monitoring expenditure against budget lines
- Experience in writing organisational & financial policies
Desirable
- Experience of working for an NGO (paid or voluntary)
- Experience in EU Project Grants coordination
- Experience in coordinating international event logistics (booking travel, accommodation, catering & venue hire)
