Lead the HR strategy and operations for Eurogroup for Animals, managing international recruitment, policy compliance, and talent integration to advance the organisation’s mission across Europe.

## Purpose of the role
Reporting to the Head of Operations, the Human Resources Manager , will coordinate the administrative and strategic HR functions of the organisation. S/he will be responsible for filling critical capacity gaps in recruitment, onboarding/offboarding, and HR policy leadership. This role supports the Head of Operations in advising the Leadership Team on strategic planning and oversees the hiring and integration of both salaried employees and long-term consultants across various European locations. The role provides essential leadership by line managing the Talent Manager (focused on retention and internal prevention) and overseeing an External HR Consultant (focused on “Hard HR”; payroll, and benefits).
## Primary responsibilities
### Recruitment & talent acquisition:
– Lead all recruitment processes from end-to-end for both salaried employees and long-term consultants based in Belgium and other European countries;
– Liaise with relevant team leads to ensure all job specifications are current and adapt templates to meet the needs of different contract types;
– Maintain relationships and negotiate contracts with preferred recruitment agencies and portals;
– Oversee candidate selection, manage the interview process, and conduct background checks;
– Lead contract negotiations and ensure the delivery of appropriate contracts for the specific jurisdiction of the hire.
### Onboarding & offboarding:
– Direct the onboarding process for each new employee and consultant to ensure smooth integration into the multicultural, remote-capable environment;
– Coordinate the offboarding process for departing employees and consultants, ensuring all administrative and legal requirements are met.
### Email marketing & supporter journeys
– Manage the organisation’s email marketing platform (Pardot / Salesforce Account Engagement), including data structure, segmentation, user preferences, and template design.
– Produce the internal and external newsletters.
– Develop and refine supporter journeys to strengthen engagement and mobilisation.
### HR policies & compliance:
– Line manage the Talent Manager (currently 50% FTE as Talent Manager and 20% as Internal Prevention Advisor), providing direction on performance and engagement while ensuring their 20% dedication to ‘Internal Prevention’ is integrated into the broader organisational safety strategy;
– Coordinate and oversee the external HR consultant to ensure the seamless delivery of “Hard HR”
functions, including payroll and benefits for the European team;
– Review and audit the work of the external HR consultant periodically to ensure cost-efficiency, data accuracy in payroll, and ongoing compliance with Belgian and European labor laws.
### HR Strategy & leadership:
– Work closely with the Head of Operations to align initiatives with organisational goals and represent HR perspectives during strategic planning sessions with the Leadership Team;
Anticipate future HR needs as the organisation grows, ensuring that recruitment and retention strategies align with Eurogroup for Animals’ multi-year goals.

– Extensive track record of successfully conducting recruitment and onboarding processes for both employees and consultants;
– Experience managing payroll and benefits in Europe;
– Experience managing talent within the NGO sector;
– Languages: Fluent written and spoken English; advanced written and spoken French;
– Advanced user of software programs including spreadsheets, documents, and presentations (Google Workspace or alternatives).

## Practicalities
The position is a permanent, 80% (30.4h per week) contract, based at Eurogroup for Animals office, 29 rue Ducale, 1000 Brussels, with possibility for partial remote working in or close to Brussels.
Salary range: €3,558/mo to €4,198/mo (for 80% FTE) depending on experience, and according to Eurogroup for Animals’ Salary Equity Policy.
