The European Network of National Human Rights Institutions (ENNHRI) seeks an external consultant to support the assessment of responsible and effective integration of appropriate Artificial Intelligence (AI) tools into the daily work of its Secretariat. The consultancy will focus on both opportunities and risks associated with AI use, with the aim of improving operational efficiency while safeguarding ethical standards.
Background
ENNHRI brings together National Human Rights Institutions (NHRIs) from across the wider European region. Its Permanent Secretariat assists in the establishment and accreditation of European NHRIs, coordinates the exchange of information and best practices among its members, facilitates capacity building and training, engages with international and regional mechanisms for the protection and promotion of human rights, and intervenes on legal and policy developments in Europe.
Objectives

Build the Secretariat’s capacity to use AI tools effectively, responsibly, and sustainably;

Identify practical use cases for AI that can support the Secretariat’s daily work;
-
Foster internal understanding of key risks, including ethical, environmental, and governance considerations; and
-
Inform the development of an AI policy for ENNHRI Secretariat and network activities.
Tasks
The consultant will:
Design and deliver a short training session for ENNHRI Secretariat staff, covering:

Use of AI tools for content generation, note-taking, summarising, translation and workflow optimisation; and
-
Key risks and safeguards related to AI (privacy, bias, misinformation, etc.).
Facilitate a team workshop to:

Identify opportunities for AI use by the Secretariat;
-
Promote critical reflection on ethical and practical boundaries; and
-
Develop ENNHRI principles for the use of AI at (online) ENNHRI activities.
Deliverables
-
One interactive training session for Secretariat staff;
-
Short internal report on training outcomes and staff feedback;
-
A set of recommendations for AI tools relevant to ENNHRI’s work; and
-
Draft AI Charter for the Secretariat and network to use at (online) events.
Timeline
The consultancy is expected to start as soon as possible and will run through mid-September 2025, with the final deliverables submitted by 25 September 2025.
Qualifications
The ideal consultant will have:

Proven expertise in the practical use of AI tools in office and knowledge-based environments;

Understanding of risks associated with AI (ethics, human rights, privacy, misinformation, environmental impacts);

Experience delivering training and facilitating strategic discussions;

Strong drafting and communication skills;
-
Familiarity with organisations receiving European Commission funding and/or international human rights organisations;

Fluency in English
