Job Description

Overall responsibility for ITUC’s financial operations and long-term financial health.

Management of financial planning, reporting, compliance and financial risks.

Direct the finance and accounting teams, represent the ITUC in facilities management organisations.
Finance (85%)
-
Ensure adherence to legal responsibilities of the organisation e.g. social security and taxation matters, accuracy of accounting and financial statements; ensure compliance with donor requirements.

Prepare budgets, financial documents, policies and reports for ITUC Governing Bodies, Internal and External Auditors; Prepare audited annual accounts of related associations and limited liability companies.

Manage financial audits and ensure compliance to applicable Belgian and International Accounting and Audit Standards; Monitor the accounts of decentralised offices.

Approve and monitor grant application budgets. Ensure timely reporting to donors on grant contracts.

Oversee the monitoring of payment of affiliation fees and prepare related decisions.

Ensure efficient financial management systems and reporting to align finances to the objectives of the organisation.

Monitor cash flows and propose sound treasury management and investment policies.

Ensure clear and accurate accounting of special purpose funds and earmarked funds.

Support the director of Human Resources on payroll, salary grid, fiscal and social security aspects.
Facilities management (15%)

Actively participate in the day-to-day management of the International Trade Union House (accounting, financial reporting, governance etc.)

Act as an Administrator of the International Trade Union House.

Act as an Administrator of the Maison Syndicale Internationale.

Responsible for preparing all statutory meetings of both organisations.
Person Specification
-
Degree in financial management, economics/accounting or equivalent.
-
Relevant experience in financial management.
-
Senior level experience in accounting and audit, preferably in a not-for-profit environment.

Strategic thinking.
-
Affinity with the international trade union movement.
-
Proven knowledge of Belgian accounting legislation.
-
Serious experience in international audit environment.
-
Sound knowledge of Belgian social security and fiscal legislation.
-
Proven ability to lead and be a team player in a complex multi-cultural environment.

A high level of discretion and an ability to operate in a democratic system of governance.
-
Excellent skills in analytical accounting and in developing reports. Knowledge of Business Central Dynamics is a strong asset.

Fluency in English and French is essential; Spanish is an asset.

Availability to undertake international travel as required and once appointed to live within daily commuting distance of the ITUC headquarters.
